Terry Westhoff
Terry Westhoff has 37 years of public service experience. This includes over seven years in the United States Army as a noncommissioned officer and 23 years of financial management experience with federal, state, and local government entities. He has managed budgeting, accounting, contracting, capital programs, supply chain management, and other internal service functions over his career.
Terry has been the Chief Financial Officer of your Washington State Department of Veterans Affairs since August 2020. He started his state service as a commissioned law enforcement agent with the Washington State Gambling Commission in 1994 and eventually served over five years as its Business Operations Administrator, where he led budget, accounting, and administrative services for the organization. Terry served as the Finance Services Director for the Financial Services Division of the Department of Social & Health Services, where he directed financial operations and other internal services for institutions, regional administrations, and internal service administrations in DSHS. Terry also served as the Associate Director of Finance for the Washington Health Benefit Exchange, where he helped lead a successful transformation of the financial operations of a new organization.
Terry believes that transparency and stewardship are critical to earning public trust in government and works diligently to earn that trust. As a proud Army veteran, Terry is honored by the opportunity to serve WDVA and is committed to working every day to provide tangible results and value to our veterans, their families, and communities.
Terry has been married for 36 years and has two children and two grandchildren. He enjoys hiking, traveling, sports, and spending time with family.
