Terry Westhoff has 34 years of public service experience. This includes over seven years in the United States Army as a noncommissioned officer and over 19 years of financial management experience with federal, state, and local government entities. He is a CPA who has managed budgeting, accounting, contracting, supply chain management, and other internal service functions over his career.
Terry started his state service as a commissioned law enforcement agent with the Washington State Gambling Commission and eventually served over five years as its Business Operations Administrator, where he led budget, accounting, and administrative services for the organization. Terry served as the Finance Services Director for the Financial Services Division of the Department of Social & Health Services, where he directed financial operations and other internal services for institutions, regional administrations, and internal service administrations in DSHS. Over the past five years, Terry has served as the Associate Director of Finance for the Washington Health Benefit Exchange, where he helped lead a successful transformation of the financial operations of a new organization.
Terry believes that transparency and stewardship are critical to earning public trust in government and will work every day to earn that trust. As a veteran, Terry is honored by the opportunity to serve as WDVA’s CFO and is committed to diligently working every day to provide tangible results and value to our veterans, their families, and communities.
Terry has been married for over 32 years and has two children and two grandchildren. He enjoys hiking, traveling, sports, and spending quality time with family.
