David Hartline
David brings more than 14 years of leadership experience guiding public-sector organizations through secure, reliable, and mission-focused technology delivery across Washington State agencies, higher education, and local government. He is known for a collaborative leadership style and for using data-informed decisions to improve service reliability and outcomes.
As CIO, David provides executive leadership for information technology, cybersecurity, and digital strategy in support of WDVA programs serving veterans and their families.
Prior to joining WDVA, David served as the Enterprise Infrastructure Operations Manager at the Washington State Department of Ecology, where he led enterprise technology services supporting more than 2,200 staff statewide, including cloud platforms, core infrastructure, identity, and endpoint management. He also previously served as IT Manager for the City of Maple Valley, directing all technology operations for municipal government.
Outside of work, David enjoys spending time with his wife and six-year-old, hiking, camping, fishing, and getting outdoors with his two dogs.
